and the coast guard crew will search again today for seven people still missing from a chartered fishing boat that capsized and sank in mexican waters one week ago today. good morning, from the east bay, the peak. you see the sunrise and also the marine layer upward of 2,000 feet this morning. that will bring cooler air to our inland valleys again today. >> thank you, lisa. good morning, everyone. thanks for joining us. i'm carolyn tyler. richmond police have a triple homicide on their hands this morning. they are questioning the only person found alive inside an apartment where an apparent shootout left three men dead in one room. abc7's john allsston talks with investigators and neighbors about the blast of gunfire yesterday at a city housing project with a reputation for violence. >> reporter: whatever happened inside this two bedroom unit at the triangle court apartment complex, it was excessively violent a close-range gun battle

involving three men, numerous shots and more than a few weapons. residents here, who have seen their share of crime were taken back. >> it's crazy. i'm tired of it, i'm sick of it. >> reporter: richmond police say 36-year-old michael a anderson was murdered. also killed 19-year-old donte delony and a man that stopped by for some unknown reason. >> we have him in for interrogation and interview and he's cooperating. we aren't looking for any other suspects. the entire crime scene is in one room in the house. >> reporter: police say there were children's bunk beds in one room but no kids were home at the time. >> i know the little boy that lives there. mark has played with him on a couple of occasions. >> reporter: richmond's iron triangle neighborhood has endured violent crime over the years. just outside the apartment where the homicide took place there

was evidence of suspected drug use and a bullet showcasing not connected to this shooting. police say they are frustrated because things were getting better. >> it really does have a sense of community. the lighting is better, the tenants are no longer able to be able to be involved in criminal activity so we have seen a big reduction in violence. when things like this happen, we have to determine why. >> ms. turner doesn't think the neighborhood has gotten safer. >> it happened here, and i want to move. i don't feel secure in my area, place of living, and that's about it. >> reporter: police are still trying to come up with a motive in this case. as for the man being questioned who was here at the scene, they say he is a person of interest and in the a suspect at this point. in richmond, john alston, abc7 news. >> a sacramento-based c-130 coast guard crew will conduct another aerial search today for seven people still missing from a chartered fishing boat that capsized and sank in mexican

waters back on july 3rd. a group of bay area residents was onboard when the ship was knocked over by big waves. abc7 talks with one survivor who found himself floating in the sea of cortes. >> i thought to myself, i am going to die here. >> charles is used facing danger. he's a former oakland police lieutenant. he's now a chief of police for the contra costa college. he was onboard the eric. >> it was like the titanic. i felt this feeling of abandon ment. >> the 57-year-old and several others were in the dark water confused and scared. charles didn't have a life vest. instead he held on to an ice cooler. dozens floated nearby. finally a fellow fisherman, glen wong, offered his. wong's brother, brian, is still missing.

>> he gave me this vest, which saved my life. >> but then the group separated. carroll spent nearly 15 hours alone. he eventually swam to an island where local fishermen found him and another survivor. this is video of charles in mexico back on land. in the meantime the search for seven others who are still missing continues today. >> do you think they are still alive? >> i hope so. >> the coast guard has agreed to keep looking, at least until tuesday. since the accident, survivors have been found in the water and on nearby islands. >> if i made it to an island, they can. i hope they are somewhere on one of those islands out there waiting to be helped. >> don lee's family is trying to stay strong, but is having a hard time. they are bracing themselves for the worse. they would like a specialized dive team get involved and search the sunken ship. >> their main goal is to get the dive done, get the closer and whether my father in law, their father is down there.

if that's the case, bring him home. >> the secretary of tourism for baja, california said a deep water dive team from hawaii is willing to help. abc7 news. >> here are some details on what a diving expedition in the sea of cortes could curtail. >> a five team could last two weeks and cost $100,000 in a private company takes on the job. the fishing boat is thought to be at a depth of 200 to 300 feet and that would require what is known as a mixed-gas dive where divers need a special mixture of oxygen, helium and nitrogen. each dive could take a half-hour to reach the boat and a full hour or more to return to the surface. >> you have the problem of getting all the equipment there to do it, then you have the problem of doing the actual dive and the penetration is probably the most dangerous thing, is you don't know how the wreck is, you don't know if it is sitting

up right, upside down. >> another obstacles, divers could only spend 15 minutes at a time searching inside the sunken ship. cal fire crews of battling a wildfire north of sacramento this morning in the foothills. high winds snapped a power line around 4:00 yesterday afternoon and caused the flames to quickly spread out of control. this video shot last night shows calmer winds after sunset. the fire is burning near the town of smartville. so far no homes are threatened. crews have cut containment lines around 25% of the fire. a tsunami alert has been lifted after yet another major earthquake in japan last night. the 7.0 quake shook japan's northeastern coast. it's the same area devastated by a quake and tsunami just four months ago. the epicenter in the pacific

ocean, 131 miles east of sundai, the area hit hardest in the march quake. dozens of aftershocks have rocked the country since that disaster >> we are hours away from a debt show down, the negotiations on capitol hill over the debt ceiling. house speaker john boehner has rejected president obama's compromise offer to make major cuts to the federal government and social services in exchange for tax heights. boehner reportedly made his decision of a speaking to president obama by phone yesterday afternoon. the president offered to put social security, medicare and medicaid cuts on the table, in exchange for a tax hike of roughly $100 billion per year over ten years. democratic and gop leadership scheduled to meet later today to continue the debt ceiling negotiations. up next, atlantis prepares for the final shuttle dock with the international spacestation. we will have the latest on the mission.

the mid-80s there. only low 80s for our valley. 63, 54 concord, 52 in fremont. temperatures, once again they are cooler this morning, anywhere from a degree to about 9 degrees cooler in redwood city. the highlights, maybe some mist and drizzle along the san mateo coast and san francisco. temperatures today another 5 degrees cooler and the trend takes us right through thursday, where numbers are going to come town another 5 to 7 degrees. most of the fog east and south this morning. not too much in the way in the north bay. some patchy fog there. we will look for the westerlies to continue to bring the cool breeze off the ocean, and as a result only 50s here along the coast. once again 60s into oakland and richmond works 70s being replaced in the santa clara valley. so no more 80s for you. we will be looking at some

80s, but you have to travel pretty far to the east. 86 in sacramento. i think by tuesday we will see the deck of low clouds make its way right on here to the sacramento valley. so the low cloud deck continuing to increase throughout the days ahead and still pretty pleasant in yosemite at 82. 77 in the southern sierra. we will look for a ridge of high pressure still bringing us the afternoon sun. but a trough of low pressure to the north and west of us continues to be parked along the pacific northwest coast and it will dig southward in the days ahead. that will provide the cooling once again today with temperatures bottoming out in the next two to three days. so today 73 in sunyvale with 76 in campbell. upper 70s as you head here. 76 and upper 60s for milbrae, mid-and upper 60s, no changes here for coast with partial afternoon clearing. 62 downtown. south city 66.

>> welcome back. the san francisco police union accepted a deal this weekend that allows officers to get a 5% pay raise that they agreed to earlier to avoid layoffs. they agreed to pay 3% more into their pension fund sooner rather than later to help the budget. it was worked by by mayor ed lee with union leaders. the pension funding issue may ultimately be decided by san francisco voters, who are likely to face two competing ballot measures in november.

some landlords in san francisco are concerned about a proposal they say would force them to rent to excons. the city's human rights commission wants to change city codes as a way to keep former offenders on track. >> he works in a garden outside san bruno jail. he was just released from the facility back in january and now desperately needs housing but says no one will rent to him. >> they want the police report and it's just hard. you have a felony and they just don't want to. i never get a call back >> the city's human rights commission wants to add people like thomas, those with arrest or conviction records, to categories like race, religion and sexual orientation when it comes to prohibiting housing discrimination. >> what we are doing is giving people a chance to turn their lives around. >> sparks is executive director of the commission. >> we around going to force something down someone's throat if there is really a legitimate

looking and keep trying. >> the human rights commission antidiscrimination proposals include employment, as well as housing for former offenders. there will be two public forums later this month so you can weigh in. they are at city hall. we have the information on our website, abc7news.com. dozens of guns are now off the streets of palo alto this morning. dozens of handguns and rifles were turned in yesterday during the city's gun buy-back program. each was exchanged for a $100 cash card. the buy-back program was established after a toddler was accidentally shot to death by a twelve-year-old boy who found a gun in a garage. >> it's a safety issue. chances of you injuring yourself with a weapon or someone in your family with a weapon you had stored are greater than you using it for self-defense. >> 137 guns have been turned in since the program began back in 2009. at-risk teens are turning

from tagging buildings to making art in san jose. the project creates murals in areas where graffiti is a problem. the project organizer says it gives kids something positive to do and helps create pride in the neighborhood. organizers also say many kids who join the project end up turning in their gang colors. santa clara's city manager is recommending the city deny a request by former 49ers great joe montana to get the first shot at developing city-owned property next to the planned 49er's stadium. montana and former 49ers owner , eddy, want 18 months of exclusive first rights to negotiate a lease with the city. they want to build a hotel, sports bar and retail project that they announced back in december. but our media partner, the san jose mercury news, reports the city manager sent a memo to

the council friday that recommends giving everybody a chance to bid on the seven-acre site on tazman drive. and counties are given a chance to join the newly formed energy authority at no cost if they act before november 7th. it is designed to compete with pg&e in selling electrical power to cities. it also offers a much higher percentage of so-called green electricity generated from renewable resources. ' cording to the paper the four cities who have not joined are corte madera, parks spur, ross and novoto. the amount of money home buyers can borrow through a conforming loan is being reduced which is not good news here in the high-priced bay area market. the federal government is mandating the change. why? here is abc7's leeann to

explain. >> a conforming loan, most residents can borrow up to $729,000. conforming loans are backed by the government, fannie mae, freddy mac and the fha. by october it will be reduced by $104,000, leaving future bay area homebuyers the ability to borrow only $625,000. researchers at the george washington university school of business are suggesting the fha loan limits should be rolled back even further. >> so you need to come up with that extra 104 out of your pocket or you would need to have a jumbo loan, and that would be more expensive. >> jumbo loans are not attractive to most homebuyers. >> the interest rate is higher, but also it's more difficult to qualify because there are fewer lenders that are providing loans of that size. >> the concern is by reducing the conforming loan limits, thousands of californian homebuyers will be shut out of

home ownership unless they can come up with a higher down payment. >> people don't have it. incomes have dropped. there's so much unemployment. >> industry experts say lowering the lone limits could affect home values and our economic recovery. >> what we are seeing are closed doors up and down the neighborhood. >> but not everyone agrees. russell is a business owner in burlingame. >> i don't think it's going to have a huge effect only because the area we are in, the real estate prices are high enough where there aren't going to be that many things because the vast bulk of them are already jumbo loans. >> leeann said the higher loan limits have been extremely helpful to counties like san mateo. there the sale ever the average home for the first quarter of this year was $970,000. according to the experts in the industry, it's unlikely congress will extend those limits. >> lease a, how is the weather shaping up today. >> it will be cooler today, although we are looking at a

into the sacramento valley this afternoon. eventually the fog in the next several days will make its way through the gaps, as well. we are looking at the cooling trend getting underway and staying with us. 9 degrees of cooling from yesterday morning in redwood city with 4 degrees cooler in san rafael. temperatures coming down another about 3, 4 degrees today, especially in the south bay and the east bay. we will have these below-normal temperatures probably through thursday. so as the numbers stay in the upper 50s here, not much has changed with the onshore flow breezy at times with the sea breeze. 60s across the bay. a little warmer to the north. the 80s being replaced with mid-70s today here. numbers below normal all the way down to southern california all week long. it looks like another ridge of high pressure is going to try to

build in from the east by the end of the work week. that should warm the speier state up again but between now and then, mid-80s. a lot cooler in sacramento. 77 in the northern sierra. we are looking at thisfer sis ten trough of low pressure parked to the north and west of us. it continues to dig to the south. as it does, that will bring the cool trend a little bit more dramatic day-by-day, as the fog continues to the depth of that marine layer deep spend move eastward. so we will look for slower clearing and numbers coming down another two, three degrees as we head toward tuesday, then maybe a few more degrees on wednesday. 74 santa clara and milpitas today. nice afternoon. 76 saratoga. by about 3:00 you should hit 75 in redwood city. 57 in pacifica. san francisco about a degree cooler today with afternoon sun, partial clearing along the coast. but remember, you could run into some coastal drizzle there this

finding more useful purposes for it. here's dan ashley. >> this tree in oakland has to be cut down because it was undermining a retaining wall. tree trimmers will take it apart and chip the branches to be used for mulch. but the biggest parts of the tree will be spared from the firewood pile end and up at the oakland lumber yard. >> the tree is like opening up a novel. there is stuff inside that you don't expect and you learn about. >> master carpenter, paul, sees the beauty in this urban wood. he owns joinery structures. they take trees from urban settings, ages the wood, and then mills it. the resulting timber will be turned into homes, furniture and restaurants. >> all this wood that grows in the urban forest, people to things to it it. they grind it, hang hammock on it, and they cut off the limbs and it makes the wood had a lot of character. >> it's part of a growing

movement around the bay area and around the nation n may the friends of the urban forest hosted the first californian urban wood conference. they brought together for forestry experts, cities and woodworkers to educate them about the urban forest and to talk about the alternative uses for wood gathered from city landscaping and local yards. >> we see urban wood coming out of our cities in a way that it shouldn't be. it's been chipped up right away and turned right into mulches and things which are used, about you that value is not as strong as a table. >> urban for evidentiary allows woodworkers access to timber they usually can't get their hands on. >> sometimes the biggest trees are in the urban areas and they are treated like garden plants and they are well-taken care of. >> sam came to the conference from ohio. he wrote the book on harvesting urban wood. >> things are taking off. they are colessing and we are moving to the point i believe we will have the urban forest products industry.

[ male announcer ] and we think that's the best prize of all. ♪ >> if you are looking for something different to do today, you might find the casting pools at golden gate park. there's a casting tournament there this morning at 9:30. abc7's heather ishimaru reports from an often overlooked historic spot in san francisco. >> reporter: across the street from the golden gate park buffalo, next door to the san francisco police department's stables, just follow the sign to a little slice of peace and beauty that sparkles like a gem. the anglers lodge and casting pools are a 1938 wpa project built for the golden gate angling and casting club. this man wasn't here then, but he has been for the last 30 years and comes every day now to keep watch at the lodge entrance. he's known as the godfather here. he says it hasn't changed much in the last three decades. >> pretty much the same.
